1. LEGAL FRAMEWORK & AUTHORITY
1.1 Governing Documents Hierarchy

These Rules supplement the Sale and Purchase Agreement (SPA) dated between purchasers and Abdulwahid Faqeeh Investment Company
-
Subject to the Governance Documents prepared by the Seller/Developer per Abu Dhabi Municipality requirements
-
In case of conflict, documents prevail in this order:

UAE Law and Abu Dhabi Municipality Regulations
-
Sale and Purchase Agreement
-
Governance Documents (once registered)
-
These Community Rules & Regulations
-
1.2 Binding Nature
-
All residents are automatically bound upon property transfer/purchase
-
Compliance is mandatory per SPA Section 14.2
-
Rules apply to all owners, tenants, occupants, and guests
-
Transfer of ownership includes automatic acceptance of all rules
1.3 Owners Association Authority
-
Established per SPA Section 5.1 to operate Residential Common Areas
-
Authority to amend these rules as needed to comply with applicable law
-
Amendments require proper notice to all owners
-
Changes are registered with the Abu Dhabi Municipality when required
1.4 Management Structure
-
Facility Management Company: Appointed to manage daily operations
-
Owners Association Manager: Oversees facility operations
-
The Property Management Agreement governs management services
-
Management may be changed per the Governance Documents provisions
1.5 Indemnification
Per the SPA, all residents indemnify and hold harmless:

The Facility Management Company
-
The Owner Association Company
-
The Developer
-
Their respective employees and nominees, against all claims arising from authorized management functions and duties performed within their contractual obligations, except for willful negligence.
1.6 Abu Dhabi Municipality Registration
-
These rules and Governance Documents shall be registered with the Abu Dhabi Municipality
-
All amendments must comply with the Federal/Emirates/Local and Municipal requirements
1.7 Enforcement Authority
-
The Owners Association has full authority to enforce these rules
-
Owners Association and or Facility Management Company may restrict access for violations
-
Legal action may be pursued for persistent violations
-
Abu Dhabi courts have jurisdiction per SPA Section 19
2. GENERAL COMMUNITY GUIDELINES
2.1 Purpose
These Rules and Regulations are established to ensure the comfort, safety, and well-being of all residents while maintaining the quality and value of our community in accordance with the Governance Documents and Abu Dhabi Municipality requirements.
2.2 Compliance

All residents, occupants, and guests must comply with these rules at all times
-
Violations may result in warnings, fines, or restricted access to community facilities
-
These rules supplement and do not replace the Sale and Purchase Agreement terms
3. SWIMMING POOL RULES
3.1 Operating Hours
-
Pool hours: 10:00 AM - 8:00 PM daily
-
Kids pool: 10:00 AM - 7:00 PM daily
-
No access permitted outside operating hours
3.2 Health & Safety Requirements
-
Admission may be denied if you have:
-
Open wounds, cuts, or bandages
-
Contagious illness or infection
-
Skin conditions or rashes
-
Signs of illness (fever, cough, etc.)
-
Are under the influence of alcohol or drugs (intoxicated)
-
-
Children under 14 must be supervised by an adult at all times
-
Lifeguard instructions must be followed at all times without exception
-
Failure to comply with lifeguard instructions results in immediate removal
-
Shower before entering the pool
-
Appropriate swimwear required
3.3 Safety Rules
-
No running or rough play around pool areas
-
No diving anytime
-
No glass containers or breakable items permitted
-
Swimming at your own risk
-
Emergency equipment must not be tampered with
3.4 Conduct
-
No food or beverages in the pool
-
Keep noise levels reasonable
-
Maximum occupancy limits must be observed
-
No pets allowed in the pool area
-
No smoking or vaping in the pool area
4. GYMNASIUM RULES
4.1 Operating Hours
-
Gym hours: 7:00 AM - 11:00 PM daily
-
Access via resident key card only
-
No access permitted outside operating hours
4.2 Health & Safety Requirements
-
Admission may be denied if you have:
-
Contagious illness or infection
-
Open wounds that may contact equipment
-
Signs of illness that may affect others
-
Medical conditions that make exercise unsafe without clearance
-
Are under the influence of alcohol or drugs (intoxicated)
-
-
Must be 18 years or older to use the equipment
-
Proper athletic attire and closed-toe shoes required
-
Bring your own towel - mandatory for equipment use
4.3 Equipment Usage
-
All gym instructions and posted rules must be followed
-
Wipe down equipment before and after use
-
Return weights and equipment to designated areas
-
No dropping or slamming weights
-
Report damaged equipment immediately
-
Personal trainers require prior management approval
4.4 Safety & Etiquette
-
Time limits on cardio equipment during peak hours (20 minutes)
-
No loud music without headphones
-
No photography or video without permission from all visible persons
-
Water in closed containers only - no food allowed
-
The first aid kit location must be known before using the equipment
5. PARKING REGULATIONS
5.1 Resident Parking
-
One designated parking space per unit as specified in the purchase agreement
-
No storage of items in parking spaces; violation incurs fines
-
No vehicle maintenance or washing in parking areas
-
Vehicles must be roadworthy and currently registered
-
No commercial vehicles without prior approval
5.2 Visitor Parking
-
Visitor parking on a commercial basis is managed by Facility Management Company
-
Visitors must register through the Shepherd App or reception
-
Time limits apply to visitor spaces
-
No overnight parking without authorization
5.3 Prohibited Activities
-
No storage boxes, furniture, or personal items in parking areas
-
No hazardous materials storage
-
No blocking of emergency exits or access routes
-
Abandoned vehicles will be towed at the owner's expense
6. ELEVATOR USAGE
6.1 General Guidelines
-
Maximum capacity must not be exceeded
-
Priority given to elderly, disabled, and parents with strollers
-
No smoking or consumption of food/beverages
-
Keep doors clear of obstructions
6.2 Moving & Deliveries
-
Large furniture moves: 9:00 AM - 5:00 PM weekdays only
-
Protective padding required for moves
-
Book service elevator through reception 48 hours in advance
-
Clean elevator after use
7. RECEPTION & LOBBY AREAS
7.1 Conduct
-
Maintain professional and courteous behavior
-
No loitering or congregating
-
Keep noise levels to a minimum
-
No solicitation without management approval
7.2 Deliveries
-
All deliveries must be logged at reception
-
Large deliveries must be coordinated through management
-
No storage of personal items in the lobby
8. GUEST REGISTRATION
8.1 Registration Requirements

All guests must be registered via:
-
Shepherd App (preferred method)
-
Reception desk
-
-
Provide guest's name, contact, and duration of visit
-
Residents are responsible for guest behavior
8.2 Gatherings & Events Inside Units
-
Events inside private units:
-
Allowed with reasonable limits
-
Must notify management for 5+ guests via the Shepherd App
-
Responsible for all guest behavior and any damages
-
Must comply with noise regulations at all times
-
No commercial events without prior approval
-

Events requiring pre-registration (3 days advance):
-
Gatherings with 20+ guests
-
Birthday parties with entertainment/music
-
Religious festivals and celebrations
-
-
Event restrictions:
-
All gatherings must end by 10:00 PM on weekdays
-
May extend to 11:00 PM on weekends with neighbor notification
-
Music volume must not disturb other residents
-
Guests must not congregate in corridors or lobbies
-
The host is responsible for guest parking arrangements
-

Violations:
-
Exceeding guest limits: AED 500 fine
-
Noise complaints during events: AED 1,000 fine
-
Damage to common areas: Full repair costs plus AED 2,000 fine
-
8.3 Shepherd App Usage
-
Download and register with unit details
-
Pre-register guests for quick access
-
Generate access codes for regular visitors
-
Track guest history and manage permissions
-
Submit event notifications and gather approvals
9. COMMON AREAS
9.1 General Use​
-
No private functions without prior approval
-
Keep all areas clean and tidy
-
No storage of personal items
9.2 BBQ Prohibition
-
NO BARBECUE/BBQ allowed anywhere on the premises at any time
-
This includes all common areas, balconies, and private units
-
No grills, charcoal, or open flames permitted
-
Violation will result in immediate fines and possible eviction
9.3 Children's Play Areas
-
Adult supervision required for children under 10
-
Use age-appropriate equipment only
-
Report damaged equipment immediately
10. SMOKING & SHEESHA PROHIBITION
10.1 Cigarette Smoking
-
Smoking is prohibited in ALL common areas, including:
-
Lobbies and corridors
-
Elevators and stairwells
-
Pool and gym areas
-
Children's play areas
-
Parking areas
-
-
Strictly forbidden to throw cigarette butts from balconies
-
Violations result in an AED 1,000 fine per incident
10.2 Sheesha/Hookah
-
SHEESHA/HOOKAH smoking is STRICTLY PROHIBITED throughout the entire property
-
This includes private balconies and units
-
No sheesha equipment storage permitted
-
Violations result in an AED 2,000 fine and confiscation of equipment
10.3 Fire Safety
-
Smoking violations that trigger fire alarms will incur additional penalties
-
The resident is liable for any fire department response costs
-
Multiple violations may result in penal action
11. WASTE MANAGEMENT & RECYCLING
11.1 Garbage Disposal
-
Use designated garbage chutes or bins
-
Bag all waste securely
-
No disposal of large items in chutes
-
Schedule bulk waste collection through management
-
Flatten cardboard boxes
12. PET REGULATIONS
12.1 Pet Size Restrictions
-
ONLY SMALL PETS ALLOWED (under 10kg adult weight)
-
Large dogs and pets are strictly prohibited
-
Acceptable pets include:
-
Small dog breeds (Toy/Miniature breeds only)
-
Cats
-
Small caged animals (birds, hamsters, etc.)
-
-
All pets must be registered with management with proof of size/breed
12.2 Pet Walking Areas​
-
Must be on leash at all times in common areas
-
Clean up after pets immediately
-
Carry waste bags at all times
-
No pets in elevators during peak hours (7-9 AM, 6-8 PM)
12.3 General Restrictions
-
No pets in pool areas, gym, or playgrounds
-
Maximum two pets per unit
-
Pets causing noise disturbances are subject to removal
-
Aggressive behavior results in an immediate pet ban
-
Owner of pet solely responsible for pet health, registration, any disease
13. SAFETY & SECURITY
13.1 Access Control
-
Do not prop open security doors
-
Report suspicious activities immediately
-
Do not share access codes or cards
-
Notify management of lost access cards immediately
13.2 Emergency Procedures
-
Familiarize yourself with emergency exits
-
Participate in fire drills
-
Keep emergency contact information updated
-
Report safety hazards promptly
13.3 CCTV & Surveillance
-
24/7 CCTV monitoring in common areas for security purposes
-
Viewing or access to CCTV footage by residents requires:
-
Valid police report or case number
-
Written permission from police authorities
-
Approval from management company
-
Legitimate legal or security reason
-
-
Footage retention period: 30 days (unless required for investigation)
-
No photographing or recording of CCTV monitors
-
Privacy violations will result in legal action
-
Access to footage restricted to authorized security personnel only
14. MAINTENANCE & ALTERATIONS
14.1 Unit Modifications
-
No structural alterations without written approval
-
No changes to external appearance
-
Maintain unit in good condition
-
No installations affecting building systems
14.2 Maintenance Requests
-
Submit through the Shepherd App or the management office
-
Provide access for scheduled maintenance
-
Report urgent issues immediately
15. NOC (NO OBJECTION CERTIFICATE) REQUIREMENTS
15.1 Fit-Out Works NOC
-
All residents must obtain an NOC before any fit-out or renovation works from Developer and the Owners Association
-
Apply a minimum 7 days before the anticipated start date
-
Required documentation:
-
Detailed architectural/engineering drawings
-
Method statement outlining work procedures
-
Proposed working hours schedule
-
Contractor registration and insurance details
-
List of workers with identification
-
-
Working hours restricted to: 9:00 AM - 5:00 PM (Monday-Thursday only)
-
No work permitted on Fridays, weekends, or public holidays
15.2 Resale NOC
-
Required for all unit sales/transfers
-
Apply through both:

Shepherd App
-
Developer (Abdulwahid Faqeeh Investment Company)

Clear all outstanding service charges before the application
-
Allow a minimum of 7 working days for processing
15.3 Move In/Move Out NOC
-
Mandatory for all moves in and out of units
-
Apply via the Shepherd App at least 3 days in advance
-
Specify:

Date and time of move

Moving company details
-
Inventory list for large items
-
Elevator requirements
-

Moves restricted to: 9:00 AM - 6:00 PM

Security deposit may be required for potential damage
15.4 General NOC Guidelines

NOC fees apply as per management schedule

Legal action for unauthorized modifications

Extensions require new application
16. NOISE & DISTURBANCE
16.1 Quiet Hours

16.2 General Guidelines

Keep TV and music at reasonable levels

No construction or renovation during quiet hours

Inform neighbors of planned gatherings

Resolve disputes amicably
17. SERVICE CHARGES & FEES
17.1 Payment Obligations

Service charges due as per agreement terms

Late payment penalties apply

Payment via approved methods only

Keep payment records
17.2 Facility Usage Fees

Some facilities may require additional fees

Guest facility access may incur charges

Reserve facilities through management
18. COMPLIANCE & ENFORCEMENT
18.1 Violation Process

Continued violations: Legal action
18.2 Appeals

Submit written appeals within 7 days

19. AMENDMENTS
These rules may be amended by the Owners Association as required to comply with applicable law or as needed for community benefit. Residents will receive 30 days notice of any changes.
